For rural tobacco consumers with limited budgets, an increase in SLT prices often necessitates a reduction in their consumption.[11] While this suggests that pricing strategies could effectively control widespread SLT use, the persistent availability of untaxed and unrestricted SLT in Pakistans low-income areas, as identified by Zhao L et al., undermines this potential and contributes to its continued preference over cigarettes.[19] Furthermore, the lax enforcement of regulations on SLT sales to minors, as highlighted by Khan Z, facilitates early initiation and sustained dependency.[20] Adding to these challenges, the prevalence of unregulated SLT manufacturing in Pakistan poses significant obstacles to effective taxation and regulatory oversight.[21]
