If the 12V console outlet isn't working, but the 12V rear outlet is, then either a) you have a bad ground/connection to ground at the console outlet b) the outlet itself is bad (likely due to poor/dirty contacts) It's been a while since I've done it, but I think you can just pull the center console out, pull the center console plug, and then test for voltage directly at the plug
